A full console is a console that bolts to the floor of the truck and goes in between 2 bucket seats. This is the correct Upper latch for this type of seat. 

A fold-down console is basically a bench seat where the middle cushion folds down into an armrest if nobody is sitting in the middle seat. This does not fit this style. 

This is the upper latch, and cannot be used as a lower latch.
